FAIRFIELD, CA — Police have arrested two suspects in the shooting death of Fairfield City Councilman Matt Garcia.

Fairfield Police Chief Kenton Rainey says 45-year-old Gene Allen Combs of Suisun City and 33-year-old Nicole Stewart of Fairfield were arrested early Saturday. Police are still searching for a third suspect, Henry Don Williams, a 32-year-old convicted felon.

Rainey says the Combs and Stewart were booked at Solano County Jail on suspicion of murder, conspiracy and use of a firearm.

The police chief declined to discuss a motive for the slaying or say whether Garcia knew the suspects.

The 22-year-old councilman was fatally shot on Sept. 1 as he stepped out of his car outside a friend's home in Cordelia.
